Sheldon S.H. Zane, President and CEO

Sheldon Zane is a former Navy Civil Engineer Corps (CEC) Officer and Seabee. His first tour of duty was at the Public Works Department of Mare Island Naval Shipyard. After two years of postgraduate work at Stanford University, he served two tours with Naval Mobile Construction Battalion FIVE in Vietnam as Alpha Company Commander (A-6) and Battalion Operations Officer (S-3), overseeing over 1000 Seabees in support of Navy and Marine Corps units throughout the RVN. Zane served on the staffs of the Naval Facilities Engineering Command Headquarters in Washington, D.C., and Chief of Naval Personnel. His final Navy tour was in the Office of the Resident Officer-in-Charge of Construction for the San Diego Area, where he oversaw the Murphy Canyon Heights 900-unit Military Family Housing Project, the Navy’s first “turn-key” FHA Minimum Property Standards and Contractor Quality Control Project.

Since 1972, Zane has been a principal or partner in the real estate development of commercial properties, golf courses and over 3,000 residential units and condominiums. Since 1984, he has been a member of the Hawaii Bar specializing in real estate development and finance, as well as construction litigation matters. Zane was previously registered as a professional civil engineer in California and Hawaii and is licensed for the past 48 years as a Responsible Managing Employee (RME) for the company’s General Engineering and General Building Hawaii ABC Contractor Licenses. Zane has also been a licensed Real Estate Broker since 1973.

Henry J. Rinnert, PE, Senior Vice President

Henry Rinnert is a former career Navy Civil Engineer Corps (CEC) Officer and Seabee Vietnam Veteran. While on active duty, he held numerous senior positions as ROICC and OICC in various Hawaii, California, and overseas bases including the Republic of Vietnam, as well as Facilities Acquisition Officer for PAVDIVNAVFACENGCOM , and Planning and Housing Officer for PWC Subic Bay.
As General Manager of J.A. Jones, Rinnert completed design-build contracts for NAVFAC Pacific, and as President and CEO of Keahole Associates, he managed a $200-million project for the improvement of Keahole Airport. He also taught graduate level courses in construction management and cost estimating at the University of Hawaii at Manoa. In addition to being licensed as a professional civil engineer and general engineering and building contractor in Hawaii, Rinnert served as the Past President of SAME, NSPE, HSPE, and ASCE, and is a member of the Naval Institute and Navy League.

Elmer Esmeralda, Program Manager

Elmer Esmeralda is a former Navy Master Chief. While on active duty, he held Command Senior Enlisted Leader positions in Hawaii and Virginia. He has completed duty assignments aboard the USS LaSalle and USS Denver, as well as at Naval Station San Diego, Camp Pendleton, Naval Station Yokosuka and Yokohama Detachment, Japan Marine Corps Base, Guantanamo Bay, Marine Corps Forces Atlantic, Naval Station Pearl Harbor, and Camp Lejeune, NC.
Esmeralda currently serves as Business Development Manager and Program Manager for Zane and Associates, LLC. One of his unique responsibilities is overseeing the CPAR Services for a Base Operations Services Contractor at various locations in the Republic of the Philippines on a 24/7 basis for NAVFAC PACIFIC.
